SENATE CONCURRENT RESOLUTION NO. 24
(By Senators Bowman, Bailey, Burnette, Kessler, Minard,
Redd, Rowe, Snyder, Wooten, Boley and Sprouse)
Requesting the Joint Committee on Government and Finance conduct an
interim study on establishing the board of barbers and
cosmetologists as an independent licensing board and defining
the scope of practice of barbers and cosmetologists.

Whereas, For many years the Board of Barbers and
Cosmetologists has had joint licensing authority with the
Department of Health and Human Resources; and

Whereas, The Board of Barbers and Cosmetologists is interested
in demonstrating it can handle the duties of an independent
licensing board; and

Whereas, The scope of practice of barbers and cosmetologists
is unclear; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby
requested to review, examine and study, during the interim of the
Legislature, establishing the Board of Barbers and Cosmetologists as an independent licensing board and defining the scope of
practice of barbers and cosmetologists; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2002, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
